Sci-Fi: United Earth Alliance Flag

Description

This is the flag of the United Earth Alliance, the principal 'protagonist' organisation in my sci-fi, the Diaspora Series.  It is a spiritual successor to the United Nations, but by the time of the books, it only has control over about half of the Inner Diaspora.

Background:
Just under half of the human population – and half of the Inner DH – comprises the United Earth Alliance, a vast political union of fifty major worlds and about 120 billion people.  The largest organisation in history, the Alliance is a patchwork of otherwise-independent polities that in some cases span multiple worlds themselves.  Working as a united trading, peacekeeping, humanitarian and diplomatic bloc, the Alliance is far and away the most powerful entity in the DH.  Although the Alliance has many members, its six leading members comprise the vast majority of its power and territory: the Sector Earth Authority, Interstellar Consortium, Lunar Federation, Alpheccan Union, Procyon Confederacy, and Republic of Lu’an.  These six polities have permanent seats on the Alliance’s Grand Council and, uniquely among Alliance members, maintain their own military forces.  The United Earth Forces – the United Earth Navy and United Earth Legion – are the Alliance’s own military; both services are the largest of their kind, with millions of personnel in each.

Founded about sixty years after the first development of jump travel, the Alliance has overseen the development and settlement of the vast majority of the Diaspora Humanarum.  Tested almost to breaking point in the Jovian War, a conflict between the Alliance's leading members and a coalition of discontented colonists, anti-transhumanist 'purists' and rebel nations on Earth, the Alliance was able to pull through and go on to become the leading organisation in the Diaspora from then until the present day.  While its future is undoubted, the increasing split between the Sector Earth Authority and the rest of the Alliance poses a real problem for the medium term.

The Alliance maintains a United Earth Parliament in its capital, Geneva, on Old Earth.  Each member world and government sends representatives to the Parliament, which is headed by a Grand Council of permanent (read: prominent) and rotating members.  The head of the Alliance is the Secretary-General, who is elected by Parliament and who chairs the Grand Council and acts as the Alliance’s titular leader.

Despite its own prominence, the vast majority of the Alliance’s citizens live under the jurisdiction of its member governments; only a handful of worlds are under direct Allied supervision, in the form of a local e-democracy overseen by an elected governor.  The Alliance is broadly popular, although by many it is more tolerated than supported, and in some parts of the DH, particularly to Armward and Windward, it is hated.  It remains a force for good in the galaxy – but only on balance.

Whenever I look at fictional maps like this one I wonder what sort of symbolism the in-universe designers are trying to convey.


The globe cradle by laurels is of course the symbol of the United Nations but what's the significance behind the addition of the sword and the phoenix(?)
